The Hackettstown Business Improvement District (BID) seeks a new Director who will be responsible for improving the economic potential of every business located within the district.  Reporting to the BID Board of Trustees, the BID Director will lead the organization’s efforts to provide a clean, safe, attractive business district that meets the needs of residents, customers, owners and employees.  The Director will promote Hackettstown as a desirable location to visit and invest, through fulfillment of the BID’s goals to attract, retain, and promote businesses that enhance the quality of life of the residents of Hackettstown and surrounding communities.

Areas of Responsibility


  • Assess Hackettstown’s business landscape, keeping consumer needs in mind
  • Establish annual goals in conjunction with the BID Board
  • Develop an overall strategic plan to include both short (annual) and long-range (multi-year) plans to meet established goals
  • Regularly evaluate how the BID is achieving its goals
  • Review town’s Master Plan and Ordinances; develop design criteria and oversee Façade, Signage and Lighting projects within the BID
  • Plan and implement street improvements
  • Oversee BID projects and improvements including bidding process and installation


  • Coordinate, support and attend regular monthly meetings of the BID Board of Trustees and officers, as well as bi-weekly working sessions and other special meetings that may be scheduled by the Board
  • Manage and coordinate the efforts of additional staff hired or contracted by the BID
  • Recruit new businesses and implement strategies to retain businesses in the BID
  • Facilitate budget and bookkeeping functions of the office
  • Maintain an office that provides an inviting physical presence where BID materials and information are readily available to BID members and the public
  • Normal workday is varied due to the nature of the events management and evening meetings, it is not a 9-5 job. A “roll up the sleeves/all hands on deck” mentality is helpful
  • Manage intern program

External Relations

  • Establish and maintain communication with member businesses
  • Strengthen public/private partnerships by forging and maintaining relationships with the Mayor, Town Council, Planning Board Director, Board of Adjustment Director, Tax Assessor, Tax Collector, Health Department, Town Administrator, Clerk, Public Relations Officer, and other appropriate individuals and/or organizations
  • Advertise and promote the BID, both locally and regionally
  • Attend professional BID meetings and seminars, including association meetings and conventions, and other meetings that pertain to the business of the BID program

Budget and Resource Development

  • Develop, oversee, administer and regularly report on the annual budget based on the strategic plan
  • Understand the process of the collection of tax monies to support the BID program
  • Seek additional funding sources to help meet the goals of the strategic plan, including but not limited to, grants and low-interest loan programs
  • Develop relationships with large and small local corporations to establish sponsorship funding to help corporations connect with the Hackettstown community
  • Must be easily able to interpret the budget, explain any variances when asked, and maintain an ongoing understanding of financial state of the BID at any given time


  • Proven ability to work as part of a team, meet deadlines, exercise sound judgement, and collaborate effectively with staff and volunteers
  • Solid relationship-building and problem-solving skills
  • Energetic and self-directed personality combined with excellent verbal, written and public presentation skills
  • Strong appreciation for the quality of life in Hackettstown; in-depth understanding of the BID’s mission and purpose
  • Computer literacy required; experience in, Quickbooks, Word, Excel, email programs and social media
  • Bachelor’s degree preferred; prior experience in the public sector a definite plus
